Sustainable fisheries and livestock initiatives (Enhancing India’s Fisheries and Dairy Sectors)

The Department of Fisheries, Government of India (DoF, GoI) is implementing a flagship scheme “Pradhan Mantri Matsya Sampada Yojana (PMMSY) with an investment of Rs. 20050 crore in fisheries sector for a period of 5 years with effect from the financial year 2020-21. PMMSY aims at harnessing of fisheries potential in a sustainable, responsible, inclusive and equitable manner and emphasis is given to promote sustainable fish production methods. The scheme is under implementation in all States/UTs including Karnataka.

During last four years and current financial year, under PMMSY the DoF, GoI has approved fisheries developmental proposal of Government of Karnataka at total cost of Rs. 1056.34 crore. The activities approved inter alia included fish hatcheries for quality seed supply, area expansion in fresh water and brackish water aquaculture, technology infused culture practices like Re-circulatory Aquaculture systems, Biofloc units, Cage Culture, Seaweed farming, Ornamental breeding & rearing units towards enhancing the production & productivity in fish farming.

In the coastal marine areas, under PMMSY, approval has been also accorded for installation of Artificial Reefs in all coastal States/UTs including Karnataka towards rebuilding of fish stocks. DoF, GoI is also implementing Uniform Fishing Ban during the monsoon/fish breeding period in the Indian Exclusive Economic Zone (EEZ), and similar Fishing Bans are implemented within the territorial waters by the Coastal States/UTs including Karnataka for conservation and sea safety reasons.

In addition, the DoF, GoI has also approved a Sub-scheme named Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY) for implementation for a period of four years from FY 2023-24 to FY 2026-27. The scheme inter alia aims incentivizing fisheries and aquaculture microenterprises through performance grants for improving fisheries sector value-chain efficiencies.

Under PMMSY various capacity building program in various farming practices are offered through National Fisheries Development Board (NFDB) in diverse areas of aquaculture, encompassing intensive freshwater aquaculture, brackish water aquaculture, coldwater fisheries, ornamental fisheries, fish processing and marketing, species-specific hatchery and species specific culture practices. NFDB has informed that under PMMSY as on date 141 Nos of training & outreach activities have been funded to Karnataka covering 10,150 participants and funds amounting to Rs.121.15 lakh has been sanctioned.

The Department of Animal Husbandry and Dairying, Government of India (DAHD, GoI) has taken up several initiatives to strengthen the Dairy Sector including dairy cooperatives. It is informed that under the National Programme for Dairy Development (NPDD) scheme, since its inception in 2014, 16 projects have been approved in Karnataka with total project cost of Rs. 408.39 crore. The projects approved are being implemented by Karnataka Cooperative Milk Marketing Federation Ltd.

Further, the DAHD, GoI is also implementing scheme namely Supporting Dairy Cooperatives and Farmer Producer Organizations (SDCFPO) engaged in Dairy activities as a part of Umbrella Scheme “Infrastructure Development Fund” from 2021-22 to 2025-26 with an outlay of Rs 500 crore. The scheme is being implemented through National Dairy Development Board (NDDB) with main objective to assist the Cooperative Societies and farmer producer organizations engaged in dairy activities by providing soft working capital loan to tide over the crisis on account of severely adverse market conditions or natural calamities. The scheme is also being implemented in Karnataka.

Besides, since February, 2024 the Dairy Processing and Infrastructure Development Fund (DIDF) has been restructured and integrated into the Animal Husbandry Infrastructure Development Fund (AHIDF). Under this revised scheme, both cooperatives and private dairy plants are eligible to receive an interest subvention of 3% per annum. Additionally, cooperatives, similar to private entities, can now secure loans from any lending institution that qualifies under the scheme.
